Switzerland is set to vote on Sunday on a proposal to strengthen the country’s traditional policy of military neutrality by enshrining a stricter definition in its constitution.
The initiative, launched by the pro-sovereignty Pro Switzerland organisation, would require neutrality to be armed and perpetual, prevent closer ties with NATO and restrict sanctions to those mandated by the United Nations. The proposal has gained attention following Switzerland’s decision to support European Union sanctions against Russia after its invasion of Ukraine.
The Swiss government and parliament have rejected the initiative, arguing that it would be too rigid and limit the country’s ability to respond to changing geopolitical circumstances.
Foreign Minister Ignazio Cassis has defended a more flexible interpretation, saying neutrality should not mean indifference to violations of international law. Opinion polls indicate that more than 60% of voters are expected to reject the proposal, according to surveys published last week.
